Roadway Hooded Figure

My boyfriend was on his motorcycle on the expressway when he caught some movement in his peripheral vision. When he looked over, he saw a gray hooded entity paralleling his bike with a lane separating them. The figure had what appeared to be a tattered gray hooded cloak, skeletal hands. It turned it's 'head' towards him & "looked at him" - but there were no eyes or anything - it was in shadow. He felt that it hated him, or was malicious towards him. Immediately after seeing this, a car nearly hit him. He had an abnormal reaction: unbridled anger. He had two more near misses with cars and his back tire slipped out during his ride. We know it wasn't a reaper, as they are collectors not instigators, but if someone knows or has ideas as to what this was, please let me know.
